Dr. Brittany Gilmer is an expert on maritime crime and security in East Africa. She has conducted ethnographic research on maritime piracy and illegal, unreported and unregulated fishing off the coast of Somalia. More broadly, she is interested in how non-state actors and intergovernmental organizations frame particular crimes/criminals and (re)shape criminal justice reform and security practices in sub-Saharan Africa. Her current research project aims to understand howexpertise and spaces of crime and justice relating to Somali piracy were produced through the establishment and operation of the United Nations-facilitated East Africa regional “piracy prosecution model.”
