Brighton residents seek vote for annexing into Birmingham
Birmingham News – Aug. 16
… Just increasing Birmingham’s population is not a sufficient reason for annexation, said Annette Watters, manager of the Alabama State Data Center at the University of Alabama. Watters advised long discussions before either city takes action to merge. “The reason for Birmingham wanting Brighton or Brighton wanting Birmingham shouldn’t only be about money,” Watters said. Brighton for years has been a challenged community. Its median family income is $30,820, below the state, county and U.S. averages. Watters said the city’s poverty rate is 18 percent, and rises to 50 percent for families with small children. She said limited resources should encourage municipalities to increase cooperation, but she doesn’t expect many to merge completely. “Creativity is a good thing, and doing things the same old way is not necessarily the efficient way. Sure, think about different ways you can share things, use things and pay for things,” she said. “I haven’t seen it, but I’m in favor of it.”
